CLOSER WATCH ON SEX OFFENDERS URGED

It's time for the state to put its money where its policies are and do a better job keeping tabs on dangerous sex offenders, say victims' advocates, law enforcement officials and some state lawmakers.
The calls come because a Pierce County man is suspected of rape, kidnapping and murder during a period when he should have been monitored as a registered sex offender.
Prosecutors say Terapon Adhahn will be charged with aggravated murder in the kidnapping and slaying in Tacoma of 12-year-old Zina Linnik. He has already been charged with 12 felony counts related to the rapes of two other girls.

[Sgt. John] Urquhart said the number of registered sex offenders has grown every year and it falls on the county sheriff to do the bulk of the work.
"We are up to over 3,900 registered sex offenders in King County. More than 400 of those are homeless or call themselves homeless. Gathering the criminal history records from all over the country is extremely labor intensive," he said. ...
Asked if Gov. Chris Gregoire would advocate for state investment in sex offender tracking, her spokesman Lars Erickson said the governor is "waiting to review a model policy for registration and notification of sex offenders being developed by law enforcement officials."
That's not good enough for Jim Hines, a former Republican state Senate candidate and longtime advocate for tougher sex offender legislation.
Hines wants immediate action.
"I'm shocked that our governor and not one legislator in this state has called for an emergency session this summer," he said.
Hines said there are more than 1,300 registered sex offenders in this state who are unaccounted for and Washington needs to invest more resources in monitoring and tracking. ...
